KENOSHA, Wis. — The Kenosha Public Works Committee will meet on Monday, October 5, 2026, at 5 p.m. in Room 202 of the Municipal Building to review several items including an appeal regarding sump pump discharge and permits for upcoming community events.
The committee will consider a request from John and Cara Parmentier of 6750 50th Avenue to appeal an order requiring them to redirect their sump pump discharge. This redirection order was issued due to ongoing ice buildup and algae growth on the public right-of-way attributed to the sump pump’s current discharge location. City inspections have documented the issue since 2019. The Parmentiers argue that snow storage and runoff from neighboring areas contribute significantly to the ice accumulation and that redirection is not feasible due to the yard’s topography and lack of nearby storm sewer connections. City staff, however, recommend upholding the redirection order to prevent public nuisances.
Also on the agenda is a request from the Lakeshore Business Improvement District, co-sponsored by the City, to use city-owned lot at 5801 6th Avenue for bike parking and to close 6th Avenue from 56th Street to 57th Street for the "Night of the Living Dead - Zombie Bike" event on October 24. The event features bike parking, public entertainment, amplified sound, and alcohol sales under state licensing regulations.
Additionally, the Kenosha Running Club has requested approval for closure of Calabria Way and Italiana Circle and use of grassy areas east of the museums for the annual KRC Mayor’s Turkey Day Run/Walk on November 26. The run will use several city parks and streets with temporary structures and entertainment planned.
The committee will also review a quit claim deed from Fox MV, LLC. dedicating a portion of 47th Avenue right-of-way to the city, and an amendment to the HarborPark neighborhood code allowing certain exemptions for Lot 1 development.
Public Works Chairperson Peni Keeling and committee members including Alderpersons Anthony Kennedy, Brandi Ferree, Dominic Ruffalo, Julia Metallo, and Bill Siel will preside over the meeting. The public is invited to attend and provide comments.
The meeting agenda and related documents are available through the City of Kenosha’s website.
