Serketich, Principal Assistant Corporation Counsel, and respectfully alleges unto the Court as follows: 1. That Racine County has, by ordinance adopted by the County Board of Supervisors of said County on the 16th day of November, A.D., 1948, elected to proceed under Section 75.521 of the Wisconsin Statutes in relation to the enforcement of the collection of tax liens. 2. That attached hereto and marked Exhibit “A” and made a part of this petition is a list of land numbered Items No. 1 through Item No. 162 affected by this proceeding and prepared pursuant to the provisions of Section 75.521 of the Wisconsin Statutes, setting forth a brief description sufficient to identify each parcel affected by this proceeding. 3. That the names of the last owner or owners and mortgagee or mortgagees of such parcels as appear on record in the office of the Register of Deeds of Racine County affecting the lands which are the subject of this petition are likewise set forth in Exhibit “A”. 4. That each of the parcels of land as set forth in Exhibit “A” has been sold to the County for delinquent taxes and two (2) years have elapsed since the date of the tax sale certificate. 5. That Racine County is now the owner and holder of the tax certificates as set forth in Exhibit “A” for tax sales indicated in said Exhibit “A” and of the tax liens vested by said tax sale certificate. 6. That interest on the principal sum of each tax lien listed in Exhibit “A” is charged at the rate of one percent (1%) per month or twelve percent (12%) per year from February 1st of the year of sale to the date of redemption and penalty on the principal sum at one-half percent (0.5%) per month or six percent (6%) per year; and that there appears in Exhibit “A” a statement of the amount of the principal of each tax lien in the hands of the County Treasurer together with the date from which interest is computed on said principal sum. 7. That all document numbers and citations of volume and page in the descriptions listed in Exhibit “A” refer to deeds, plats and instruments of record in the office of the Register of Deeds of Racine County, Wisconsin. 8. That the name of all municipalities other than Racine County having any right, title or interest in the above described lands or in the tax liens or in the proceeds thereof are as appear in Exhibit “B” which is attached hereto and made a part of this petition as though fully set forth. 9. That the State of Wisconsin has an interest in parcel numbers 21,27,28,34,35,36,38,41,46,50,76,85,107,108,111,128,137,141, and 152 by virtue of filing a delinquent Wisconsin tax warrant, lien or judgment as appears in Exhibit “C” and has an interest in parcel numbers 34,43,46,67,76,78,79,83,98,105,107 ,123,124,133,140,141,152, and 160 by virtue of child support judgment as appears in Exhibit “E” and both Exhibits are attached hereto and made a part of this Petition as though fully set forth. 10. That the United States of America has an interest in the parcels numbered 21, 37,99,100,142,and 162 by virtue of having filed a notice of federal tax lien as appears in Exhibit “D”, which is attached hereto and made a part of this petition as though fully set forth. WHEREFORE, Racine County hereby requests judgment pursuant to the provisions of Section 75.521 of the Wisconsin Statutes, vesting title to each of the above described parcels of land in said Racine County as of the date of entry of judgment in this action and barring any and all claims whatsoever of the former owner or owners and of any person claiming any right, title or interest in, or lien upon, any of the land described in Exhibit “A”, and barring any and all claims whatsoever of any person claiming through or under said former owner or owners of said land since the date of filing of the list of tax liens in the office of the Clerk of Circuit Court of Racine County. Such proceeding is only brought against the real property herein described in such list. No personal judgment will be entered herein for such taxes, assessments or other legal charges or any part thereof.
