Christensen, County Clerk RACINE COUNTY BOARD EvENINg SESSION November 10, 2020 The meeting of The Racine County Board of Supervisors was called to order at 6:30 p.m. with Vice Chairman Kramer presiding. All Supervisors were present except for Chairman Roanhouse and Supervisor Maldonado, who were excused. Supervisor Kramer led the opening prayer. All those who were present stood for the Pledge of the Allegiance to the Flag of the United States of America. There was one public comment submitted by Paula Bennet objecting to Case Eagle Park campground. Resolution No. 2020-74 was given first reading. Supervisor Miller requested first reading for Resolution Nos. 2020-76 and 2020-77. No objections were heard. Supervisor Miller requested first and second reading for Resolution No. 2020-75. No objections were heard. The meeting was turned over to Supervisor Miller for referral of Communications: 1. Copy of Relocation Order and Plat (Project #PW-2110) regarding CTH S (N. The Resolution requested for SECOND READING BY MAJORITY vote THIS EVENING was before the Board: RESOLUTION NO. 2020-75 RESOLUTION BY THE EXECUTIvE COMMITTEE AUTHORIZINg THE COUNTY gOvERNMENT UNDER SEC. 6-116(14) AND (15) OF THE RACINE COUNTY CODE OF ORDINANCES TO REQUEST STATE AND FEDERAL EMERgENCY ASSISTANCE AND TO ADMINISTER THE COUNTY gOvERNMENT EFFECTIvELY TO MEET THE NEEDS OF THE EMERgENCY RELIEF IN RESPONSE TO COvID-19 To the Honorable Members of the Racine County Board of Supervisors: WHEREAS, a novel strain of the coronavirus (COVID-19), remains a concern, not only for Racine County, but for the State of Wisconsin and the nation as a whole; and WHEREAS, based on positive cases per 100,000 population, Racine County has been in the “high risk” category since mid-July 2020; and WHEREAS, the State of Wisconsin remains under a declared public health emergency pursuant to Executive Order #90; and WHEREAS, while it is no longer necessary for the emergency management organization of Racine County to have available the broad authorities prescribed by state law and by County ordinances to respond to the health emergency, there remains a need for Racine County to request state and federal assistance and to seek reimbursement for costs incurred related to COVID-19 emergency response efforts; and WHEREAS, it remains further necessary to more effectively limit the spread of COVID-19 for the Racine County Board of Supervisors – including all standing committees – and all Racine County boards, committees, and commissions to continue having the option of conducting meetings remotely pursuant to the March 26, 2020 Administrative Order, where other preventative measures are deemed inadequate based upon the recommendations and guidelines of health authorities; and WHEREAS, Sec. 6-116(14) of the Racine County Code of Ordinances authorizes the Racine County emergency management organization to request federal and state assistance; and WHEREAS, Sec. 6-116(15) of the Racine County Code of Ordinances authorizes the Racine County emergency management organization, under the direction of the Racine County Executive, to administer the county government effectively to meet the needs of the emergency relief; and WHEREAS, the above-referenced authorities are not connected to the Safer at Home Emergency Order #12 and Emergency Order #28 issued by DHS Secretary-designee Andrea Palm, nor do they otherwise invoke the duties, responsibilities, and/or authorities vested upon local health officers to guard against the introduction of – and to control and suppress – communicable diseases under Chapter 252 of the Wisconsin State Statutes; rather, they are necessary to allow County government to use its resources to meet community needs during the COVID-19 pandemic and to position the County to receive needed federal and state assistance; and WHEREAS, by Resolution No. 2020-41 and No. 2020-51, the Racine County Board of Supervisors authorized the Racine County emergency management organization under Sec. 6-116(14) and (15) of the Racine County Code of Ordinances to request state and federal emergency assistance and to administer the county government effectively to meet the needs of the emergency relief, including the continuation of the March 26, 2020 Administrative Order. NOW, THEREFORE, BE IT RESOLvED by the Racine County Board of Supervisors that due to the continuing and recently increased threat and impact of COVID-19, the Racine County emergency management organization is authorized under Sec. 6-116(14) and (15) of the Racine County Code of Ordinances to continue requesting state and federal emergency assistance and to administer the county government effectively to meet the needs of the emergency relief, including the continuation of the March 26, 2020 Administrative Order; and BE IT FURTHER RESOLvED by the Racine County Board of Supervisors that this resolution shall remain in effect until 8:00 a.m. on Wednesday, January 13, 2021.
