At a meeting of the Common Council held this evening, His Honor,
Mayor John M. Antaramian presided. The meeting was called to order at 7:15pm.
On roll call, the following members of the Common Council were present:
Alderpersons Haugaard, Michalski, LaMacchia, Paff, Juliana, Fox, Kennedy, Kemp,
Pedersen, Wilson, Prozanski, Rose, Ruffalo and Bogdala. Alderpersons Siel, Kangas
and Rosenberg were excused.
A moment of silence was observed in lieu of the invocation.
Mayor Antaramian then led the Council in the Pledge of Allegiance to the American
Flag.
Two citizens spoke during Citizen's Comments: Robert Jenewein and Raymond
Cameron.
A. REFERRALS

A.1. Resolution by Committee on Finance-To Levy a Special Charge under Authority of
Charter Ordinance No. 26, as Amended, upon Certain Parcels of Land Within the City

7521 22nd Avenue (Li Li Massage), with no adverse recommendations from the Police
Department. A hearing was held. The applicant did not appear. On a voice vote,
motion carried.
C.6. It was moved by Alderperson Juliana, seconded by Alderperson LaMacchia, to
approve applications of Kenosha Yacht Club for Temporary Outdoor Extensions located
at 5130 4th Avenue (Kenosha Yacht Club), along with Requests to Change Closing
Hours to Midnight, with no adverse recommendations from the Police Department:
a. July 19-21, 2019 (Tribute Island)
b. August 1-4, 2019 (Kenosha Tall Ships)
A hearing was held. The applicant did not appear. On roll call vote, motion carried
(13-1) with Alderperson Bogdala voting nay.
It was moved by Alderperson Wilson, seconded by Alderperson Juliana, to approve
Items C.7. and C.8. after being read and hearing held.
C.7. Applications of VFW Post 1865 for Temporary Outdoor Extensions located at
6618 39th Avenue (VFW Post 1865), with no adverse recommendations from the
Police Department:
a. August 3, 2019 (Picnic)
b. September 14, 2019 (Fundraiser for Kenosha Area Vietnam Vets Honor Guard)
The applicant did not appear.
C.8. Application of Breg 3615, LLC (S.R. Mills, Agent), for a Class “B” Beer/ “Class B”
Liquor License located at 3615 Washington Road (Breg 3615, LLC), upon surrender
of a license from U.A.W. Local 72, with no adverse recommendations from the Police
Department. The applicant did not appear. On a voice vote motion carried, with
Alderperson Wilson abstaining on C.8. due to conflict of interest.
C.9. It was moved by Alderperson Wilson, seconded by Alderperson Kennedy, to
approve Application of Red Zone Sports Bar & Grill, LLC, for a Yearly Cabaret License
located at 4814 Sheridan Road (Red Zone Sports Bar & Grill), with no adverse
recommendations from the Police Department. A hearing was held. John Michael
McTernan, Attorney for Red Zone Sports Bar & Grill, and Duvall Coates, Managing
Member for Red Zone Sports Bar & Grill, spoke. On roll call vote, motion carried
(8-6) with Alderpersons
Haugaard, Pedersen, Ruffalo, Michalski, LaMacchia and Juliana voting nay.
C.10. It was moved by Alderperson Wilson, seconded by Alderperson Kennedy, to
Approve application of Roberta Bunch for a new Operator’s (Bartender’s) License
subject to 75 demerit points. A hearing was held. The applicant did not appear.
On voice vote, motion carried. Alderperson Bogdala wanted it noted that he voted no
on this item.
C.11. It was moved by Alderperson Wilson, seconded by Alderperson Juliana, to
concur with Findings of Fact, Conclusions of Law and Recommendations in the
Matter of the Cabaret License of MVP Sports Bar of Kenosha, LLC, d/b/a MVP Sports
Bar (Trice Rand, Agent, 3214 60th Street). A hearing was held. Darnell Rand, Manager
of MVP Sports Bar of Kenosha, spoke. On roll call, motion carried unanimously.

Tianzhu Ge. On roll call vote, motion carried unanimously.
