The April 3rd editorial "Protect Our Elections From Russian (and other) Threats" was wrong in one vital respect. The 2020 election will mark the anniversary of Russian efforts to "hack" paper ballots for our presidency.
Nearly the original trick for urban voter fraud is for a candidate to drag a bunch of people to multiple locations to vote illegally. It must still happen, as it's been warned of every time I've taken election worker training for the last 14 years.
"Protect Our Elections..." states that voter roles in several states have been hacked. As these are very simple systems it must be assumed that none are safe, and there are more penetrations than found.
With full access to these roles, and the ability to alter them as needed, FSB (once KGB) has tons of ground work done for the above plot. Russian intelligence has nearly perfected disinformation. With this they can, and probably always have, prompted people to get out the fraud.
The use of a secure ID system would be a major barrier. The FSB would have to provide multiple forged ID to each operative. This would require major preplanning and prepositioning of assets.
We are already spending money on keeping Ivan out of 2020. We should spend a bit to get every voter proper ID.

If voter ID is such a good idea (and it is). You should ask yourselves. WHY do democrats fight against it so hard?
I agree that identification should be required to vote. There is, however, no proof that Russia "hacked" our election. Voter roles are public information so there would be no reason to "hack" those either.
