RACINE — A 60-year-old Kenosha man was held in the Racine County Jail on a $150,000 cash bond Thursday evening after he was charged with two counts of first-degree sexual assault of a child under the age of 13.
The man, Lance R. Stine, is accused of touching a 6-year-old girl’s groin area on two occasions while driving her from school to a local day care, according to his criminal complaint.
The incidents reportedly occurred before other children boarded the vehicle and did not include skin-to-skin contact.
Stine regularly picked up the victim in a bus or a van from her school on Romayne Avenue and transport her to a day care center, the complaint states. The day care was only identified in the complaint as being located on Rapids Drive.
The victim told investigators that Stine would tickle her groin area from the driver’s seat when she sat immediately behind him, and would sometimes give her candy.
The complaint notes two particular incidents, one in January and another on March 17, in which the girl was lying on the seat with her eyes closed and he allegedly touched her groin area, but did not make contact with skin.
Stine reportedly admitted to investigators that he gave her snacks, tickled her and may have unintentionally touched her groin at times.
However, he later confessed that he had been sexually assaulted by a relative and needed to sort through the sexual feelings he had for the girl, telling investigators “I need counseling to know why I had thoughts,” the complaint states.
Each of the class B felony charges against Stine carries a maximum penalty of 60 years in prison.
